
Rennell-Bellona constituency MP John Tuhaika Jr has underscored the importance of adhering to the recently enacted Constituency Development Funds (CDF) Act 2023, which introduces significant reforms aimed at enhancing transparency and accountability in the management of development funds across Solomon Islands.
MP Tuhaika highlighted that under the new legislation, Members of Parliament are no longer signatories to constituency accounts—a departure from previous practices. Instead, the Constituency Development Officer (CDO) and the Constituency Accounts Officer (CAO) are now responsible for managing these accounts, ensuring that financial transactions are conducted with greater oversight and in alignment with national governance standards.
"This means all payments can only be made according to the budget submitted to the Ministry of Rural Development," MP Tuhaika stated. He further clarified that disbursements are strictly payable to suppliers, with limited exceptions for medical and bereavement support, reflecting the Act's emphasis on structured and purposeful expenditure.
He says the CDF Act 2023 also mandates regular audits of constituency funds, a measure that was previously absent. This provision ensures that all expenditures are accounted for and align with the approved budgets submitted to the Ministry of Rural Development. The Act stipulates that any deviation from the approved budget requires formal approval, reinforcing fiscal discipline and accountability.
MP Tuhaika appealed to constituents to understand that the constituency office does not hold cash and cannot accommodate requests for direct cash support. "Everyone needs to apply through the office for the various programs and projects of the constituency," he advised, urging constituents to engage with the established procedures to access support.
These reforms are part of a broader initiative by the Solomon Islands Government to enhance the effectiveness of development funds and ensure they are utilized for their intended purposes. By removing MPs from direct financial management roles and instituting stringent audit requirements, the CDF Act 2023 aims to foster greater trust and integrity in the administration of public funds.
Constituents are encouraged to familiarize themselves with the new processes and work collaboratively with constituency officers to ensure that development initiatives are effectively implemented and benefit the wider community.
