
The Rennell Bellona Constituency has officially submitted its financial acquittal report to the Ministry of Rural Development (MRD), marking a significant step in upholding transparency and accountability under the Constituency Development Funds (CDF) Act 2023. The report, detailing all financial records and expenditures for the fiscal year, was delivered by Constituency Development Officer (CDO) Stuart Baiabe on Thursday, 1st May 2025.
This submission aligns with Section 29 of the CDF Act 2023, which mandates all 50 constituencies to provide annual reports on the utilization of CDF grants. The Act, which came into force on January 5, 2024, introduces stringent measures to enhance governance and ensure effective delivery of development funds across the Solomon Islands.
Under the new legislation, constituency offices are required to undergo annual audits to verify compliance with financial management and procurement guidelines. These audits are conducted in accordance with the Public Financial Management Act 2013 and are overseen by the Office of the Auditor General.
The CDF Act 2023 also redefines the roles within constituency development, confining Members of Parliament to their legislative duties while delegating the implementation of development programs to public servants and constituency committees. This shift aims to promote a more transparent and accountable management of public funds.
